Trooper's Report:
On September 29th, 2023, at approximately 05:54 p.m. I was sitting on the side of U.S. Highway 79 facing northbound
watching vehicles for traffic violations. I saw a passenger car approaching and noticed the driver was not wearing a seatbelt. I
turned around on the suspect vehicle to conduct a traffic stop.
I noticed the vehicle turn right on Front Street in McNeil and I activated my emergency lights and sirens to attempt to stop the
suspect vehicle. I noticed the suspect vehicle accelerate due to the black smoke coming out of the exhaust and the suspect
vehicle was also driving down the middle of the city street. The suspect vehicle was driving in excess of 90 mph in a 30-mph
zone. The suspect vehicle then turned right on Olive Street and almost ran into the ditch due to the excessive speed. After
getting back on the street, the suspect almost hit a black pick-up truck driving on Olive Street. The suspect vehicle then ran a
stop sign at the intersection of Olive Street and Mulberry Street. When the suspect vehicle was driving on Mulberry Street, it
was driving in the opposite lane of traffic when going around a curve. The suspect vehicle traveled down Mulberry Street and
then turned into Columbia Road 45 after getting out of the city limits. The suspect was driving in excess of 100 mph before
coming to a stop on Columbia Road 45 near a private drive. I had to drive 106 mph to even keep up with the suspect vehicle.
The suspect put her hands out of the window stopped and said she just wanted to tell her daughter goodbye, please. I gave her
commands to get out of the car, but she did not comply. The suspect then accelerated hard and continued to flee in her vehicle.
The suspect vehicle then turned-on Columbia Road 60 and continued to flee. I noticed the suspect vehicle began to lose
control around a curve and I backed off of the suspect vehicle. The suspect vehicle ran into the ditch and when it attempted to
get back on the highway the suspect vehicle crossed the road before hitting an embankment and then a tree. I then asked to
send an ambulance to check on the driver of the vehicle.
After the collision, the driver who was later identified as Stephanie Mcleod, ran into the woods on foot, I gave chase. Mcleod
resisted me. Mcleod would only lay on her stomach and would not give me her arms. I told her numerous times to put her
hands behind her back, but she refused to obey my commands. I grabbed her arm, and she stood up and then bear hugged a
tree and would not let go. After prying her arms off the tree, Mcleod attempted to run towards the road, and I grabbed her, and
she fell on the ground. I once again told her to put her hands behind her back, but she continued to refuse. After approximately
9 minutes of resisting, I was able to get handcuffs on Mcleod. When I was walking Mcleod to my patrol unit to put her in the
backseat, she refused to get in the backseat because I would not get her shoes out of the ditch. That is when other units
arrived on scene, we were about to get Mcleod in the back of my patrol unit.
After getting into my patrol unit, Mcleod began to
beat on my windows and then Mcleod was taken out of my unit and placed into a patrol unit with a full cage.
The ambulance arrived on scene and Mcleod was taken to the hospital for precautionary reasons. One of the Columbia County
units went with the ambulance to assist if she refused medical treatment. I asked Hope to send the next wrecker on rotation,
which was Smith and Son’s.
When doing vehicle inventory a black box was in the passenger side of the vehicle. There was a
syringe with a dark colored liquid inside of it that was seized and packaged to send to the crime lab for analysis.
I went to the Magnolia Hospital to relieve the deputies. After Mcleod was released, I took Mcleod to the Columbia County Jail
where she is awaiting her first appearance.
