Potentially, if the Chain of Acheron find some collect some key artefacts from the various planes in the characters' past to compile together into a super-powerful elemental gauntlet. Then he could bring him back with just a snap of the fingers.

I don't know about anyone else, but when he defined what he meant by "enclave" and stated that the city has an enclave of tiflingings, I immediately thought that they live in "hell town" like "china town" in the real world, and it made me chuckle, because now i'm going to put that into my own game :D

I think this is a brilliant system for demographics, though above "Dominant" I'd add "Majority" (for those populations that are definitely more than 50% of the populace) and, say, "Exclusive" or something similar (for those populations that are either 100% or close to it).

Though a 1% change may not be as perceptible over a single night's play, I vastly prefer the slow but sure progression that percentile systems allow. You don't just go up +1(5%) every month, but instead every session you can get a +1%. It allows a more gradual progression, and it gives more of a sense of improvement over time. Also those couple of times where that 1% bonus you just added saves your bacon makes it so much more dramatic then just missing by 1 on a D20. Not that there is anything wrong with the D20, it's just that my first love will always be the d100 system.

As I’ve been making city/places of interest, I’ve been using the Magic Item tier list to distinguish how many of a species is available in the area Common, Uncommon, Rare, Very Rare, and Legendary (which is exclusively like crazy creatures, like an ancient gold dragon, this would be Matt’s “singular” category).

So....What you are talking about is a variation on the 1E "common, uncommon, rare, very rare" that is a bit more granular because it'd be useful. That makes sense.
