Definitely a foul. The fact the attacker didn't perform a double back somersault with a triple-salko, whilst pretending to be mortally wounded like you would expect in today's game is irrelevant. The only questionable bit is was it inside the penalty area or just outside? Even after watching it three times it's hard to tell.

this really refreshing for a few reasons 1. plyers in that era rarely dive, which encourages ref to give penalty when there's a foul but offensive don't fall. 2. ref actually gives penalty even when plyers don't fall but there's a foul, which encourages players to not dive.

Another thing to note is that there was hardly any complaint from the defending players. They knew there was no point in complaining and they simply accepted the ref's decision.

This is actually one of the best penalty decisions I've seen in my life. The player made it very difficult by not going to ground, which is admirable, but the ref correctly judged that that fact doesn't change the fact that a foul was committed and so gave the pen.

There is no law against hands making contact with an opponent, provided he doesn't push, pull or strike the opponent. And as the attacker more or less runs into him, the defender is allowed to hold his ground and shrug off the contact.

Not necessarily so. Denial of advantage or indeed advantage should be taken into consideration. That said, in the year 2021 that challenge would now probably yield three penalties to the 'infringed'.

There is a generational divide here. Between those who think that slight contact does not merit a penalty (it shouldn't) and those that want penalties to be called like free throws in basketball. Football is a contact sport and any contact has to be significant. You can't just gift a team penalties as it was the case with Argentina at the last WC.

The defender has no chance (and does not even make an attempt) to play the ball, he uses only his arms to slow down the attacker and he prevents him from getting into a much better position - this is very clearly foul play in terms of the rules. Of course, it is not very often that a penalty is awarded for a foul like that. But as well we see a clumsy and stupid challenge like this very rarely inside the penalty area.

No - contact was minimal (probably accidental), and the attacker had already pushed the ball wide into a relatively safe position. The attacker was hardly delayed at all in reaching it again.

I am impressed by all the people in the comment section having a clear opinion on the contact. I can barely see that the two players are somewhat nearby. Did the defender pushed the attacker with his hands? It is penalty - it does not matter the intensity of the contact, it never matters. Did the defender kick the player's leg? It is penalty, if the contact of the legs is in the box: it does not matter if the attacker did not fall down. Did it only touched him without pushing, i.e. extending the arms? It is not penalty. But how can someone be so sure of anything with this quality it is a mystery!

The notion that a foul is "not enough" for a penalty has always annoyed me. Would it be a free kick if commited outside the box? Then it should be a penalty inside the box. Everything else is double standards. Does this lead to too many penalty goals? Then maybe that indicates that the football rules suck and need a rework.

It's not the type that usually gets called, but that is a penalty for interfering with the attack through use of the body. Should've been carded for Denial of Promising Attack. Penalty is quite correct.
