Even animal knows to follow the traffic rules. Way better than some people.

Arguably there's a certain level of intelligence that knows both that rules exist, that they're in place for a good reason and consistency/order is a good thing to have, but that rules are also meant to be broken incrementally to gain progress. A sprinkling of individualistic chaos isn't entirely a bad thing, nor is it always some dummy that can't read the signs.

The traffic rule here is cars stop for pedestrians crossing the crosswalk. Waiting until every car is gone isn’t a rule. It looks like they got trust issues towards each other.

your telling me, even my relatives In canada keep telling me, that there still seeing moose breaking the law and starting accidents without looking both ways before crossing the roads, and there still not getting sued for what there doing.

Well yeah these deers have been living like this with humans for a few thousands years just like this. They learn to respect humans and Japanese in Japan also gave them a few reserved mountains. They live there in the forest in mountains. But they come out for leisure daily for fun and deer cookies for snacks.
