Kenneth Mars' other character had a magic screw replacing his left eye he lost that drove him to madness in the first place too. In fact, there's also a deleted scene that reveals how he lost the same way this scene reveals how Kemp lost his right arm in the first place too.

Sometimes they have a length of the movie they aim for, or the pacing needs to optimized for some reason. Then they start cutting and probably start with scenes that aren't required for the movie to make sense. I guess this scene got the axe because it's a transition to the next scene and either they felt the pacing was off with it in, or they needed to cut something and this scene was the one with the least consequence when missing.

Cool thing I learned about today. Inspector Kemp was played by Kenneth Mars. Kenneth Mars played a bunch of notable animated characters in voiceover roles in the latter half of his career, including King Triton (Disney's The Little Mermaid and its sequels/spin-offs), Littlefoot's Grandfather in the Land Before Time films, Professor Screweye in We're Back: A Dinosaur's Story, and the King of the Fairies (Prince Cornelius' father) in Don Bluth's Thumbelina.

That's interesting the origin of Kemp's prosthetic arm, because some people might not know this, but the main plot of this movie taken from the Universal film Son of Frankenstein, both involved an heir of Frankenstein coming to the original village to collect his inheritance and repair his family name only to repeat the mistakes of his family, and both involved an inspector with a prosthetic arm. And like the inspector in Son of Frankenstein, his arm was also ripped off by the original Frankenstein monster.

It wasn't deleted as if it was ever in the movie. It didn't make the 1974 theatrical cut. For the reason(s) why you would have to ask Mel Brooks. If I had to guess this may have been something as simple as time or the feeling that there was already enough of Kemp and his quirks with the following scene, and perhaps Brooks didn't want to overuse the character. Or that it just slowed down the pacing Brooks was looking for. It's not a tragedy. It's not an outrage. It's something which ended up on the cutting room floor and made it onto a collection with other scenes which were likewise shot and discarded, and later included on a DVD.
