Horrendous Korea Tongyeong Police Department Misconduct. I am from China, a normal everyday housewife, 49 years old, with two children commuting to university. The peaceful and ordinary life living with my husband was abruptly decimated by a traffic accident. We moved to Tongyeong Korea about two years ago. It was a night on October 15th, 2022, my husband was driving me along the coastal road. As he suddenly feels discomfort, I had to switch the seat with him and take the wheel in a relatively open area in order to avoid any potential danger, considering the road was twisty and most of all it was a single-lane road, hence unable to stop and park. I carefully drove the car, maintaining a 20km/hour speed. After about two minutes, I realized a scenic spot where a lot of people park and take photos. I slowed down the car, seeing the road is not in a condition to park, I kept on driving forward and saw an illegally parked white SUV blocking the single-lane road. While I was hesitating for the next move, suddenly a Hyundai car drove past me from behind stopping right in front of me at a great speed (about 60km/h where the speed limit is 30km/h) without alerting me by honking or even turning the turn signal. I was not able to dodge the car and ended up rear-ended by this Hyundai car. Due to the fact, the white SUV and the Hyundai car were within a 1m distance, the clash ended up involving the white SUV as well. I possessed no insurance at that point, resulting in the SUV scamming me off 650 thousand and Hyumdai 7 million Korean Won (equivalent to 500 and 5500 US dollars). The owner of the SUV tries to scam off later once again, and after we refuse to pay more, he reports to the Tongyeong Police Department through an acquaintance, resulting in the Police Department traffic division identifying us as the perpetrator without any prior investigation. My husband tries to put my mind at ease alone finishing the verification, and evidence-collecting process for 7 months. During this period, he discovered the Tongyeong Police Department and Gyeongsangnam-do police station counterfeiting and editing black box video evidence, in addition to mass misinformation and straight-up lies in the official documents. After long litigation, in 2023, the police department asks my husband to stop the investigation for the department’s serious illegal conduct, while offering him money, as my husband responds “Now my pursuit transcends mere monetary compensation, but rather the justice and the rightful accountability of those police officers who, in their transgression of the law, have undermined the very fabric of our legal system” On the very day of the traffic accidence (October 15th, 2022), we wrote the reconciliation letter with the five people on the Hyundai car, stamped on the document, transferred 5 million Won, and went to the ATM to withdraw 2 million Won in cash, handed it over to the five people, and the five people left after sharing the money. Eight months later, on June 7th, 2023, while I was getting back from the grocery to home, 5 police officers forcefully arrested me and handcuff me despite I show no resistance, and like that, I was detained in the police station for a night. I was traumatized by the whole incident as I can not speak Korean and most of all was arrested for the traffic accidence that has passed 8 months with full compensation and a reconciliation letter which just did not make sense to me. To this point, I considered the possibility that I was being abducted as the officers were egregiously rude and disrespectful both in speech and actions. I demanded to contact my husband and the Chinese Consulate in English, and for this, they ignored my request, and one of the officers insulted me in English with words like “Shit”. When I realized I was arrested under the charge of traffic accidence injury to this I could not find a logical coherence on this because under the circumstances that not only does the reconciliation letter state the incident officially ended with compensation will no longer further a civil or criminal pursuit but also we already paid a tremendous amount of compensation, why am I getting arrested for the case that is closed 8 months ago? It was only natural to regard this as an act of revenge for my husband’s persistent accusation and investigation of the police's illegal conduct. Only on June 8th, during the process of giving my statement, did I realize that the traffic police officers from the Police Agency had twisted and manipulated my words, adding and deleting them at will, in a blatant attempt to portray me as a criminal. Through the fabrication of the statement, they completely omitted any criminal acts and significant traffic violations committed by Mr. Cui and his associates. Exploiting my inability to understand the Korean language, they colluded with the translator to distort the truth. Furthermore, the police even utilized edited and manipulated video footage to deceive and mislead, attempting to subvert the facts. During my arrest and detention, they subjected me to humiliation, verbal abuse, sexual harassment, and threats. They warned me that unless I placed my fingerprints on the statement, they would continue to detain me for up to 48 hours, and potentially apply for further detention. At that moment, I was overwhelmed by panic and experienced severe physical discomfort, feeling on the verge of collapse. There was a genuine risk of sudden death during the detention process. If I did not comply with their demands to provide fingerprints and leave immediately, the consequences could be extremely severe (as anticipated, I suffered a physical and mental breakdown the next day, requiring a two-day observation in the emergency room). Prior to providing my fingerprints, Officer Zhuo, the captain of the Traffic Division, assured me that the statement would be completely revised, acknowledging the numerous errors present. Therefore, I reluctantly made the compromise. However, Officer Zhuo did not fulfill his promise. Haste led him to submit the statement materials to the prosecutor's office, denying me any opportunity to correct the deliberate falsehoods they had concocted. Once again, I was deceived. Upon returning to my residence, with the help of my husband's translation, I discovered additional errors in the statement that were not apparent to me during the recording at the police station: 1) Phrases were inserted that I never uttered, falsely accusing my husband of drunk driving and myself of speeding. 2) Significant portions of my account regarding Mr. Cui's major negligence, while driver substitution and acts of coercion and extortion were deleted. 3) Numerous instances of distortion and reversal of facts were found, such as statements attributed to me that were induced by the police but to which I did not agree, and the complete misrepresentation of my corrections. Due to my lack of understanding of the Korean language, I was completely unaware of the contents of the statement. Upon learning the truth, I immediately collapsed and lost consciousness. My husband called emergency services (119), and I was admitted to the hospital's emergency room for two days. I do not know whether the traffic police officers from the Unified Police Agency accepted bribes from Mr. Cui or why they would so arbitrarily trample upon the rule of law. I do not understand why they would fabricate charges against an ordinary, cautious, law-abiding housewife who has never stepped out of line, and even go so far as to frame her as a criminal. The world seems like a global village, with thousands upon thousands of foreign residents in each country, as well as countless individuals residing abroad. As a Chinese person, encountering such painful experiences in Korea deeply saddens me. Most of the police officers in the Republic of Korea should not be like this! I hope that every person, regardless of nationality, can enjoy the most basic human rights protection. I hope that every country can govern based on the rule of law and be a civilized society. How brilliant were Ms Hua's responses - based on facts and info readily available in the public domain! She/her team must have put in lots of time and effort to cover every possible scenario likely to be raised at each forum, really well done and impressive! The BBC producer must be kicking herself for giving Hua the opportunity to openly reiterate BBC's shameful behaviors.
What BBC needs to do now is to Bring Back Credibility.
