Historically in arctic surveying molasses was used in place of mercury as it is more fluid in zero degree climates (sugar syrup won't freeze). Used motor oil and very black coffee makes a good reflective surface for artificial horizons also.

Build a leveled mirror artificial horizon by cutting a disk from 10mm thick polystyrene sheet. Cut an acrylic mirror to be an exact fit on the disk and stick it on. Float the mirror on water in a bowl or container that is a close fit to the disk.

Why is the housing around it necessary? Is its sole purpose to stop wind or is there a property of its reflection I a forgetting? I thought the pool of liquid should provide the reflection you need alone?

The housing is just a wind break. There needs to be some airflow from the bottom to prevent fogging. If liquid mercury is used then no housing is needed. A leveled mirror also works without a housing but hard to get perfectly level. Liquid is perfectly leveled by gravity.
