For example, if the P value is 0.03 (3%), you would have rejected the null hypothesis if you have done the test at 5% level of significance but failed to reject the null hypothesis at 1% level of significance.

It's up to you. You can use the test statistic Z or t computed from your sample data and compare it with the critical value or you can compute the P value from your test statistic. However, I prefer the P value approach because most statistical software will compute the P value for you and you can make the conclusion for the test for any level of significance you have decided earlier.
