You can't finish on 169. The trebles and doubles don't add up that way. Only numbers above 158 you can finish on are 160 (T20, T20, D20), 161 (T20, T17, Bull), 164 (T20, T18, Bull), 167 (T20, T19, Bull) and 170 (T20, T20, Bull). You can't even make 169 in regular scoring, let alone for an out shot.

At World Grand Prix there is ‚Double in, Double out‘, so you HAVE To start with a Double. And Whitlock likes Double 16 more than D20, the camera man knows that, so they zoomed there.

I think the Grand Prix is the only tournament where they have to start with a double, but yes usually they start with Triple 20.
