If the stud passes through a bracket or accessory and the shank is seized due to differential corrosion I've found that drilling a few small pilot holes along the shank of the bolt into the surrounding metal can give a void to release the impacted corroded material and allow the shank to turn rather than breaking off again. It also allows for oil to get into the seized area or down past the shank to the threads and allows heat to better penetrate into the area to help free it.
