That happened to my 2020 honda civic SI I just pushed the start button 3 times without pressing the brake pedal or the cluth pedal and that fixed the problem.

I dont think a fan has anything to do with the brake pedal. I dont think you watched the whole video. this is a part 1 of 3 video series

The radiadtor fan bidirectional control you did with the scan tool has nothing to do with the radiator fan relay. The bidirectional test with the scan tool pulse width modulate the #1 pink wire on the radiator fan small connector. When you do the bidirectional test you should monitor the voltage/duty cycle on that wire.

You might be correct. I didn't focus on detail when I did the test. all I wanted to see the fan working or not.
