Here's the ABC News special airing of President Ronald Reagan's first address before a joint session of Congress, as presented in Chicago on WLS Channel 7. The anchor is Frank Reynolds.

Highlights of Reagan's speech (after being introduced by Speaker Tip O'Neill) include:
- The toll double-digit inflation, high interest rates and unemployment have taken, how the national debt has ballooned to $1 trillion, and onerous regulations on small businesses
- His proposal for a "comprehensive 4-point program" involving: reduction in (the rate of) government spending and taxing, reform of "unnecessary and unproductive" regulations, and changing monetary policy, all meant to create 13 million new jobs
- His request to reduce Federal spending by $41.4 billion, plus $7.7 billion in user fees and off-budget savings, and assuring that the "safety net" will remain in place
- His outlining of changes for funding for education, arts and humanities, energy, Export-Import Bank, food stamps, welfare, unemployment compensation, Medicaid, the space program, the Postal Service, and defense (with a contrast between this country and the Soviet Union brought up), plans to terminate Economic Development Administration, and giving states more latitude in autonomy over various programs
- The establishment of a task force by the Office of Management and Budget to investigate waste and fraud

- His plan for reducing tax rates to get the economy going again, "create new jobs" and incentivize business to modernize and increase our competitiveness in the world market, and how this is designed to spread prosperity all around
- His detailing of the expansion of the Federal Government from 1970 to 1979 as a means of his laying out plans to scrap "burdensome regulations" on business
- His call to slow the growth of the money supply, keeping in mind the Federal Reserve's independence
- His emphasis on the time being now to enact this master plan - and reminding what America was built on, and how government should not be used as an instrument for social change
- And his sum-up of what he seeks to achieve with his budget, and the consequences of going down the same path as in the past, and closing by advising everyone to act together
After his speech is over, Frank sums up the contents of what he said, followed by analyses from White House correspondent Sam Donaldson (him again), economics editor Dan Cordtz (where displays of what are to be cut are shown on the screen as he describes them) and Capitol Hill correspondent Brit Hume, before he closes program
