I think I've only come across 1 bad 72-pin SIMM in my time. Back then they were trying to shy away from gold-plated contacts and the modules would have silver colored contacts, sometimes causing corrosion due to dissimilar metals. Most times with this RAM, I'd more run across incompatibility, but those chips look stock. The keyboard caps and scroll lock lights blinking like that generally only indicates the keyboard has received power. If you were able to toggle any lights on would show there are some signs of life. I'd reseat the processor. Especially based on the fact it has a passive heatsink, sometimes they would get hotter than I would like, and could cause thermal expansion/contraction to work itself loose just enough.

jaykay18 True, but usually if the keyboard is getting power then some part of the motherboard is working and allowing power to get through. And that the 5v power is good. I do plan to drag this computer out from under the pile I've made. I'll double check those SIMMs again.

maby its the cpu? i have had similar problems over a dead cpu.
