So a null message is just there to tell the agents that there is no message or instructions or order because number stations run on strict schedules they just have null messages to tell well no instructions today?

Yes, each "agent" or receiver of a message must listen to (probably) a only source of orders at a certain time, and since there is no way to announce in advance that there is no message, this simple method is used. Yes, Broadcasting is unnecessary and just wastes energy, but if the broadcast was simply canceled without notification, the agent could think that it has the wrong frequency and get confused.

@@your_waifu_hates_you Yes, the Russian 6 operator is known for their fake traffic network, these messages are probably for training, but I don't understand why they have such a precise plan. For example, the Ukrainian sz operator was known for his training system 274, on which various outage or malfunction scenarios were tested, which, however, had no plan and was relatively rare. This system made much more sense than endlessly sending one message like Russian 6 does.
