Pac said "can't" and the 2 guys you heard on the song are "The Outlawz". His crew basically. 2Pac and Outlawz. Respectively, those 2 were "E.D.I Mean" and "Yaki Kadafi". Who basically nick named himself after Muammar Gaddafi. The former Lybian revolutionary politician and political theorist. He was a powerful man. Also, there are more Outlawz to hear such as, Hussein Fatal, Napoleon who is very respected to this day, Mopreme Shakur, Big Syke, Kastro and Young Noble. There are also more but they were just in the clique. These guys were the artists.🔥🔥🔥
@Amm17ar

They were all named after political enemies of the USA. There’s many reasons, but ultimately they felt that they were enemies of the country they lived in because of how they and their people were treated growing up.
