A properly adjusted halter is imperative to effective ground foundation training. Mules care more about their nose than they do their mouth so if you want to train, communicate to the nose.
Want them side pass, turn on the forehand, turn on the hind quarters? The halter is where that training will originate from.

First, use a rope halter. Second, properly adjust the knots to be two fingers above the nostrils down on the nose (not up on the cheek bone). With those two simple changes, you'll notice a world of difference.
In this video from Steve Edwards' clinic, 'Why Does My Mule Do That?', you will see just what is possible using a properly adjusted rope halter versus the alternative.
