‘Integriteit onder druk’ (Integrity under pressure) is a film on the history of the Netherlands Police. Experiences during World War II and more recent episodes are at the start of stories illustrating how difficult it sometimes is to perform police work when under pressure or exposed to temptations.
Reflection
Seventy-five years after the liberation, the exceptional experiences during the German occupation still provide material for reflection, also for the police. The film, a co-production of the Dutch police, filmmaker Godelieve Eijssink and Guus Meershoek, lecturer in Police History at the Dutch Police Academy, supports reflection on police integrity in police practice and police training and education.
Own lessons
In an organization in which loyalty is indispensable, it is sometimes difficult to address integrity. In the film, this dilemma is discussed from various angles. Former director of the Dutch Police Academy Piet van Reenen tells how his father and uncle got into trouble as police officers in The Hague in 1941 when they dealt with an aggressive National Socialist militia. As a young boy during the war, Koen Aartsma witnessed the rounding-up of an elderly Jewish lady by the local police. His remembrance of this incident motivated him in the 1980’s, when he was editor-in-chief of the magazine of the National Police, to start publishing about the police during the German occupation. Saman Hassan, a refugee from Iraq and current Dutch police officer tells why he left the Kurdish police, fled the country and now wholeheartedly serves in the Dutch police. Kees Sietsma, former chief of criminal investigation, explains the difficulties that he faced, when he addressed corruption in the department. His family's wartime history was his moral compass. Miriam Barendse, until recently chief of police in the center of the Netherlands, explains the special responsibilities for police managers and how she herself dealt with these. The film sheds light on the past on the basis of authentic images and testimonials from (former) colleagues. The viewer is invited to draw their his or her own lessons.

‘Integriteit onder druk’ is een film over (de geschiedenis van) de Nederlandse politie. Ervaringen tijdens de Tweede Wereldoorlog maar ook recentere episodes vormen aanknopingspunt voor praktijkverhalen die illustreren hoe moeilijk het soms kan zijn goed politiewerk te verrichten als de politie onder druk wordt gezet of aan verlokkingen wordt blootgesteld.
Reflectie
Binnenkort herdenken we weer de verliezen van de Tweede Wereldoorlog en de bevrijding van de Duitse bezetting. In 2019 sprak de korpschef op de officiële 4 mei herdenking. In 2020 bood de minister-president excuses aan voor de houding van de Nederlandse instanties tijdens de Tweede Wereldoorlog: “… tekortgeschoten als hoeder van recht en veiligheid". Vijfenzeventig jaar na de bevrijding vormen de uitzonderlijke ervaringen tijdens de Duitse bezetting nog steeds stof voor reflectie, ook voor de politie. De film, een coproductie van de politie, filmmaakster Godelieve Eijssink en Guus Meershoek, lector Politiegeschiedenis aan de Politieacademie, beoogt reflectie te stimuleren in politiepraktijk en -onderwijs.
Eigen lessen
In de film vertelt oud-directeur van de Politieacademie Piet van Reenen hoe zijn vader en oom in 1941 als Haagse politieagenten in het nauw raakten toen zij optraden tegen nationaalsocialistische knokploegen. Oud-hoofdredacteur van het Rijkspolitiemagazine Koen Aartsma was in zijn jeugd getuige van het ophalen van joden door de plaatselijke politie en ontleende aan die ervaring de motivatie om in de jaren tachtig over het politiële oorlogsverleden te gaan publiceren. Saman Hassan verhaalt hoe hij als politieman in Irak in gewetensnood raakte, vluchtte en nu met vreugde in Nederland onder zoveel betere condities politiewerk verricht. Kees Sietsma legt uit in welk lastig parket hij geraakte toen hij werd geconfronteerd met een diensthoofd dat de hand lichtte met strafvorderlijke regels. Leidraad voor zijn verzet tegen die praktijk, zijn ‘binnenspiegel,’ was het oorlogsverleden van zijn familie. Miriam Barendse, tot voor kort eenheidschef Midden-Nederland, geeft aan welke bijzondere verantwoordelijkheid in dit soort situatie op de schouders van leidinggevenden rust en hoe zij daar zelf handen en voeten aan gaf. Zo belicht de film aan de hand van authentieke beelden een beladen verleden. Met behulp van uiteenlopende getuigenissen van (oud)collega’s kan de kijker eigen lessen uit dit verleden trekken.
