I used to live in Chengdu from 2014 to 2017 and during that time the LGBTQ community/scene was very active. There were always events to go to, particularly on Thursdays at "Underground Bar", which was the Pride Night. Other places would also have LGBTQ nights and they'll always be packed. There also really was a sense of community
