The captain has the responsibility to call stop and start the rejected take-off maneuver if he/she demands it necessary.
The first thing to do is to clearly call STOP.
On the Boeing 737 the Pilot In command disconnects the Auto-Throttle, closes the Thrust Levers, and deploys the Speed Brakes while maintaining the runway centreline.
The First Officer monitors the Captain's actions and calls for any omission, on top of that he/she will announce the Speed Brake Up/ Not up, the position of the Thrust Reverser, the Aircraft declaration rate, and Runway distance remaining.
This is a very important maneuver and the pilots need to use good coordination and Crew Resource Management.
