This promo narrated by Don Adams was recorded from the U.S. TV station WFLD 32 in October of 1983. But DIC most likely put it together much earlier - probably for the initial broadcast of the pilot episode in late 1982. (The voiceover and station info in the beginning and end was inserted by WFLD for this particular broadcast.) All the animated footage is from the pilot episode's intro sequence, so it doesn't make sense that the promo would have been created for the fall 1983 premiere of Season 1. It must have confused 1983 viewers that Gadget suddenly had a mustache in this one promo.
WFLD 32, by the way, was in 1982 one of the local TV stations owned by Field Communications, the broadcast company which co-produced the pilot episode and first season of Inspector Gadget with DIC and LBS. According to an issue of Television/Radio Age from November 29, 1982, the Inspector Gadget pilot first premiered in syndication during the weekend of December 4 and 5, 1982, on local TV stations across the United States. Among those many local TV stations were the five stations under Field's ownership... which included WFLD Channel 32 in Chicago. My guess is this promo was originally used to advertise the standalone broadcast of the pilot in December 1982 - then next fall when the full series premiered, someone at WFLD dug the promo up from their archives and figured it could be used again, not realizing that Gadget went through a major design change between pilot and series.
