I worked for a Japanese company before. I asked the question that if Japanese top tier companies pay better than 2nd or 3rd tier ones. The answer I got was it depended on individual's experience / seniority, larger companies may pay a bit more and have better benefits, not the gap may not be big enough to attract people from small companies. So the labor market is kind stable. That said, it was 20 years ago. Not sure how it is now.

In America, we have different social value, we measure success by how much money you make. There is a big gap between the Rich & Poor. What you observed was in not in an upscaled area. Unlike Japan, here, Rich people do not mix live with low income people. In Japan, any residential area that is close to bus/subway ( public transportation ) is a convenience, but in America, any neighborhood that is close to bus/subway is a bad area - because low income people depend on public transportation and live there when they cannot afford to have cars. It is usually dangerous anywhere near bus/subway stations. Talking about job interviews, in Japan, if employees are loyal to the company, the company will also take care of the employees, giving them salary at reasonable market price - you do not have to worry about it. In America, many employers are taking advantage of employees, even lying to employees, so employees need to ask and clarify how much he/she will get paid, and other benefits. "if you don't ask, you don't get it" - There is no loyalty between "employees at will" and "employers at will".
