We won't get dressed exactly. Take this video as an approach to dress a character, not as a total success. Let me explain:
nCloth is a dynamic system. It's based on force fields, not on deterministic animation with keyframes. That's why the outcome of your project shows a female character walking, and the cape we made for her, falling off as she walks.
So this is the process I demonstrate in this tutorial: We introduce a character, auto rig it, apply motion capture data from another character to it. Then we create a cape with a hole for the neck and let it fall down and cover the character's front and back. We set the initial state so that the simulation starts from there. When we activate the walking mocap animation, the cloth follows.
It's your job to change the dynamic attributes of the cloth in order to make it fall properly. This tutorial lends you a hand until there.
