Hi Martin, I am currently building a small wind turbine myself, using a NEMA 17. At the highest speed my drill can manage, I am getting around 20V at 1.5mA, so around 30mW. My circuit looks quite similar to yours, so I am truly wondering why that is. Do you have any idea or is it possible to chat with you? I'm looking forward to hearing from you. Greetings!

Hi, It's been awhile back when I put together a NEMA 17 wind turbine. There are so many variations of the NEMA 17 , you could google the specifications for the one you have. The one I used was 17HS19-200Sl ,bipolar 59Ncm 2 amp 4 leads. I looked up google and KZitem to understand how to assemble and make diode rectifier. You could try reversing the drill direction to see what you get , if minus voltage them first direction correct. May need to recheck your diodes assembly , many good videos on that out there. Perhaps your NEMA 17 is for low torque / low amps?
