HAHAHA! The title of this video is too much for the topic. lol
It's about garbage disposal in Japan (Hachiouji, my city). You just can't throw it away! You need to buy bags you put your garbage to dispose them. Hachiouji has two types of those bags: for unburnable and burnable things. You can buy those bags at convenience stores, supermarkets, department stores, and any stores that sell them.
The bag for unburnable is yellow. The other is light-blue. We have several sizes for each type. (I'm not sure which sizes they have.) Unburnable garbage: plastic such as package of ice candy bars, CD/DVD, and little pieces of metals such as staple. The idea is, basically ANY PLASTIC, anything that you think won't burn and that will harm environment. Burnable garbage: paper (which you can't/don't recycle), and anything that you think is burnable and that seems not harmful for environment.
Also, we also have a recycle system, which you don't need to pay. We can recycle glass bottles, cans, plastic bottles, paper (e.g. paper-made boxes of snacks, ad papers), and newspapers. (I think there are a little more) You just gather those and put them out when functionaries come on certain days of the week/month.
