Of course they owned the Pennsylvania 3 chimes. Specifically for #7002 & #1223, until they were put on display and the whistles were given to N&W #475, which had #7002’s whistle at one time (not the 1970s), and #1223’s whistle (I think) was used on CN #89. I may not be 100% sure about this, but comparing the whistles to the actual videos of the two penny’s steamers to #475 & #89 (but not #90, #7312, or even any other locomotive on the property) these whistles might be the original Penny’s 3 chimes, even though this recording kind of sounds like a K4’s whistle I still agree with your opinion.

I found another video with a whistle going off with this sound added into it. Usually when a video has music in it, it has the song in the description. In the description of that video, the album was there.

I think since A Christmas Story is set in Cleveland it might be on the old Erie Railroad, They also had lines running in northern NJ where I live including their mainline that ran into Chicago from Pavonia on the Hudson front
