I think around the pre-dreadnought/dreadnought era, a 4% hit rate was considered good, so I would say your Bs did a decent job.

The enemy breaks off the action and is nowhere in sight, but you still chug off over the horizon without making any attempt to rescue survivors from your sinking cruiser??!? Seriously, check the rules about how to rescue survivors (not just your own but from enemy ships as well - you get points for both). Also, I don't think you quite understand how deck armor works here. As you've seen in this, the pre-dreadnought era, most hits occur at very close ranges - deck armor is made to protect against long-range fire where the shells are coming down on your ship at a high angle (rather than coming in at a flat trajectory from closer ranges). Except in very rare instances, deck armor (until you get up to about 1910-ish or so) is pretty much unnecessary. Instead, you should think about beefing up your extended belt, upper belt, or (most importantly) main belt armor. One of the reasons your battleships are holding up so well is that your belt armor is so thick it's nearly impervious to all but the heaviest caliber guns fired from near point-blank range. If you up-armor your armored cruisers you can almost use them like mini-battleships in this period.

I'm well versed in the game mechanics for rescuing survivors and have used it on numerous occasions in my RtW2 game's. Should I have stuck and around and rescued this lot, probably, but I choose not to. When designing the CA's I wanted them to remain useful for the next 20/30 years and therefore desired a minimum level of deck armour to account for the longer engagement ranges and more plunging fire. In reality I've probably sacrificed usefulness in the hear and now for questionable benefit in future.

O'My Gosh! Thank you for the Captain. 🤩 Hope he lasts to command future bigger & better BBs. Saying this knowing Spain is the worst start of any nation. What does "Velasco needs to clean grates" mean? This is the 2nd time at 29:23. One of the other ships get this to during the battle. Does it deal with game mechanics? Speed or sighting or ROF? Give some cheers for the stokers.

It is a game mechanic that forces ships, specifically ones with coal fired engines, to slow down.

Building on Sam's point. The "grate" in question is the base of the firebox in the steam engine - this allows the ash from the coal to fall through to an ash pan and You will often find the air intake below the grate as well. If the grates get clogged then your boiler will start to lose efficiency (less air/ash build-up -> less heat -> less steam -> less power). As far as the game goes it will reduce the top achievable speed for a time. Isn't an issue when you move to oil/diesel.
