"A key issue is to think of PBS in terms of different layers of complexity, we do need people with exertise in PBS, but it's also important to agree that most of the time PBS is being delivered by others in a range of ways and levels.
The cost involved in the time and energy that must be put into training systems that meet accreditation can put some off; however, system-wide approaches, where specialist support can be provided to develop staff at the local or small unit level, can help.
Having the right outcome measures are really important, and using consensus based decision making is crucial to allowing others' creativity to contribute to better outcomes for those being supported".
