Trooper's Narrative:
On Thursday, December 21, 2023, at approximately 12:52 am, I was traveling south on U.S. 67 in the southbound lane. I had
just exited a 45 mph zone and was accelerating behind another vehicle, reaching the new speed limit of 55 mph.
As I traveled south, I noticed a vehicle approaching from the rear exceeding the posted speed limit, and I got a radar lock at 63
mph in a 55 mph zone. The vehicle got into the passing lane and passed me and the vehicle in front of me but could not
complete the pass before the passing zone ran out and continued to accelerate south at a high rate of speed on U.S. 67.
I caught up to the gray sedan near U.S. 67 and HWY 229 and activated my emergency equipment to perform a traffic stop. The
sedan, displaying a fictitious tag (AIB70V), turned left to go south on HWY 229 into Haskell. The vehicle drove slowly, waving
his arm out the window for me to go around. I activated my siren, and the vehicle finally stopped on Cottage Hill Drive, just off
HWY 229.
I made a driver-side approach to advise the driver (Alexander Petrides) why he was being stopped, and he immediately started
talking and was very nervous. After I asked Petrides for his I.D., he said he did not have one. I asked Petrides to exit the
vehicle, and he said he could not go. Petrides put his vehicle in drive and fled the traffic stop, heading south on HWY 229.
I notified Troop A dispatch that I was in pursuit at 12:55 am. I saw the vehicle making a left onto Vulcan Road and an
immediate right onto South Park Road. The vehicle then drove through a small field that led back to HWY 229 and made a right
to go north. The vehicle made a right turn on Vulcan Road and a right on South Park Road, then drove back into the field and
made a U-turn to get back on South Park Road.
I caught back up to the vehicle as it was making a right turn on Vulcan Road, where I was able to perform a Tactical Vehicle
Intervention (T.V.I.) at approximately 12:59 am, pushing the vehicle into the ditch where Petrides exited the vehicle and
continued to flee on foot in a wooded area. I gave verbal commands for Petrides to stop running and get on the ground, and he
failed to comply. Due to the thick brush, it was hard for both of us to maneuver, and I advised Petrides that I would Tase him, if
he failed to comply.
I deployed both cartridges of my Taser, and they both struck Petrides in the upper shoulder area and left leg. The Taser had no
direct effect, and Petrides continued to flee on foot but got tangled up in the Taser cables, allowing me to energize the Taser
again, making the suspect trip and fall to the ground in a soft grassy area. As Petrides got back to his feet, I tackled him to the
ground and got him in an armbar, gaining side mount control.
While on the ground, Petrides continued to resist by pushing up and attempting to roll me off of him so he could continue to
flee. Due to his size, I got into a high-mount position to better control Petrides. Petrides continued to refuse to give me his left
arm, so I utilized my Taser to drive-stun him with no success, and he continued to lie on his arm.
I delivered a controlled elbow strike to the center of Petrides back that made him give up his left arm, but he was too large for
me to place in handcuffs effectively. A Saline County Deputy arrived on the scene and handed me a second set of cuffs, and I
was able to take custody of Petrides with no further incident.

Due to Petrides complaining of neck pain, shoulder pain, labored breathing, and me deploying my Taser to energize him three
times, Petrides was transported by Pafford E.M.S. to Baptist Hospital in Little Rock.
Petrides was released from Baptist Hospital, and I transported him to Saline County Jail, where he was processed and charged
with the following:

27-51-201 - SPEEDING 1 TO 15 MPH OVER LIMIT
27-14-306 - FICTITIOUS TAGS
27-14-701 - OWNER FAILED TO REGISTER THE VEHICLE
27-22-104 - NO LIABILITY INSURANCE
