You mentioned how citizens provided their own equipment but gave no details on the Roman class system and how the Levy was drawn from this. The Romans of this period had 5 social classes based on wealth assessed at the census. The equipment you were expected to provide was dependent on your social class. The very lowest class was not required for military service because they could not afford any equipment. Also when a levy was called, each social class provided the same number of soldiers, so though a citizen of the first class would have the best equipment he would also be far far more likely to be called upon to serve in the military because he was being drawn from a much smaller pool of citizenry.

So the first documented use of Roman chainmail was in Hispania in the 3rd Century BCE, Celtic chainmail had been invented but wasn't very widespread yet due to its complexity, and the fact that the Celtic world was so large. I read somewhere it takes on average 6 months to make one chainmail shirt, so until it started appearing in greater numbers the romans weren't entirely aware of it.
