During the second reading debate on the Petroleum (Timor Sea Treaty) Bill 2003 & Petroleum (Timor Sea Treaty) (Consequential Amendments) Bill 2003, Senator Bob Brown (future leader of the Greens) made an unparliamentary allegation which he refused to withdraw. After forming a quorum and some words from Senator John Faulkner, Leader of the Opposition in the Senate, Senator Brown was suspended from the Senate after a division was held.
