We do not disbud/dehorn our goats and believe that they don't pose a danger to humans or other animals if raised in the right environment. Over the last 20 years we have never had any issues with horned animals injuring themselves or humans. We feel that it is important that they have a large amount of space and the type of fencing can play a huge role with causing problems. When choosing fencing make sure that the openings are small enough not to allow their head to get through. Most of our property is electric that is slowly being replaced with Stucco Wire permanent fencing.
