The speed of light is a constant from the source it comes from.
The light that leaves a star or flashlight is traveling relative to the star or flashlight.
The speed of light from a given packet can be faster than c or slower than c compared TO YOU, if the source of that light is approaching towards you or receding away from you.
The light comes out of a star propagates at the rate of c, but if the source itself is moving towards you, then you must add that velocity on top of the light.
So that means, the velocity of light IS indeed dependent upon the velocity of the light source.
The light that already left the star will continue to travel out even if the star is destroyed.
