Im wondering why the usa is making tritium for things while japan is tossing it in the ocean why dont they work together?

The tritium was not made by USA. Tritium was first detected in 1934 by Ernest Rutherford (New Zealand), Mark Oliphant (Australian) and Paul Harteck (Austrian) Scientists.
