Start with these 2 policies 1)Limit one household to 1 car(deter the rich) 2)Make it mandatory for all vehicle purchases to only be made in FULL CASH ie no loans, installment lease whatever(deter the rest) Want to limit private vehicles coming in from Malaysia? 1)Toll, start with $20 sgd motorcycle $50 sgd for cars. Adjust accordingly. Quietly give 10-20% of toll revenues to appropriate Malaysian officials to get the green light.

The basic problem. 1. Demand for Cars (Actual Buyers) IS-NOT-EQUAL-TO Demand for COE 2. Demand for COE is mainly driven by Suppliers of the Cars (Actual Sellers) 3. Increase in COE prices is driven mainly by Sellers NOT Buyers, because Sellers want and need to sell cars. Thats what Car Dealers Do . 4. Most COE bids are made by Sellers on behalf of the Buyer, its NOT in their interests to bid low. Its instead in their interest to bid high to secure sales, increase revenue, make more profits, give out higher loans etc.

In that way there's even no need of COE system as you can buy any 2nd hand cars anytime (when zero growth) if urgently need... There's 2 main issues they missed - 1) are there better alternatives? The haphazard planning means the nearest MRT may not connect well to work or school. Often that first and last few km takes as long as train ride if you missed the bus. Of course the technocrats who have drivers cannot feel this, because I can't remember the last MP who took public transport regularly. Opportunity is the cost they don't account for. 2) distribution - I strongly disagree with Chris that utilisation is bad. People with small kids, elderly caregivers and PWDs should be allocated first because they would take their household off public transport loading and once again save opportunity cost. Want to see what I mean? Have MP push a stroller while another push wheelchair and see how fun it is to get around. Improve the quality of life, it's not just about costs.

@@kengleetan63in fact that's also what I have been thinking. Home owners can wait few years for a brand new BTO home, why not for car owners as well? Ain't there's plenty of used cars for sale, and if can't wait, then jolly well get a 2nd hand car instead. It's not just only dealers driving up the COE prices due to the new car lite policy, but also the buyers whom only wants to buy brand new cars. Thus with similar BTO balloting system, perhaps you don't even need to pay COE anymore. Or buyers can just buy a used car and deregister immediately gets higher chance to get a new car faster, or something like that. In that way there will be zero growth (buy and scrap) and everyone happy! Let me know if that doesn't makes sense😂😂😂 as on one hand gov wants to go car lite, and the other encourage ppl to buy more EV. Does that makes sense?

LTA should step up the provision of MRT and other forms of public transport, to make car lite and sustainability a reality. Many residential homes are still too far to walk to the nearest MRT station, resulting in expensive car ownership, adding to financial stress for the young and depleting savings for the old. As a country, we should not take pride in being the world’s most expensive country to live in. Indeed, we should be ashamed.

Christopher Tan has a vested interest in the car trade and motoring public. I am glad he still has a job at Straits Times. So his explanation is a little... "suspect". His explanation that the Govt's "Zero growth policy" in 2018 created the rise in COE prices would suggest that the solution (to high COE prices) would be re-introduce some growth in the car population. This would truly be counter to the policy to reduce car usage in Singapore. But his point about high COE making car usage higher (to make it worth the while) is true. After the struggle to get a car, then it becomes necessary to use the car to the maximum. But attempts to shift to a "cheap ownership-expensive usage" model has not bee popular. If it had, the weekend car scheme would have exploded in popularity. The simple fact is that a car is a status symbol. A car with a weekend car scheme licence plate is a degraded status symbol. I have a better idea. All cars will have a "scrap above $5000 damage clause" in their insurance. If your car is damaged in an accident and the cost of the repair is over $5000, the insurance company can scrap your car, and pay your the value less the cost of repairs. This will do two things, 1) more COE will be returned to the COE bidding. 2) Drivers will be more cautious. Maybe even defensive in their driving.

Lower COE prices are EVEN MORE counterproductive to going car-lite. ERP2 will increase the unknowns, and cost of using a car, leading to higher cost of transportation per use. And can also be counter-productive to encouraging people to move around. Just stay at home and don't move to save transportation cost. There are tradeoffs to more COE licenses offered, eg Grab-drivers have to charge all commuters with ERP2 - incentizing some people to get a personal-car instead and personally-drive, even though that's not the best use of their time and skills for productivity
