This is the Wudang Tai Ci (Taiji) short form taught by Master Yuan Xiu Gang at his school in China. It is called Wudang Taiji Quan 28 (Wǔdāng tàijí quán èrshíbā) and in Chinese it is written - 武当太极拳二十八. This is filmed in a winter snowstorm during my morning practice.
Tai Chi is slow and gentle, but it can heat the body up quite a bit. While it is soft, you are controlling the muscles and trying to maintain an "inner hardness" or strength. This allows it to be more rigorous than it looks like it is and can help with conditioning the muscles quite a bit.
In the winter, I can't practice faster Kung Fu outside when there is a lot of snow on the ground as easily, because of the speed, jumps, and spins etc., I can slip and fall. With Tai Chi, outside practice is possible because it's slow, but also because one of the goals is to ground the body and have stable stance and base to all of the movements.
