1:10 while it isn't all that impressive, it is still better than Swordmaster. Firstly, Medic Gunner's Talent Art charges itself (which is just stupid... the closest any other Talent Art gets to this is that Defender Talent Arts with mitigation effects can be charged by enemy attacks you mitigate with them... but those arts have half the Role Action cost and regular class/master arts can do pretty much the same thing, just with a bit less damage) Secondly, the Medic Gunner is the only class in the game that can successfully execute a Daze and Burst in a single Fusion Art - the other class with a Daze Art - Martial Artist - can't do that because it has the wrong set of Master Arts for that and can only Burst with a Master Talent Art, and Troubadoor and Soulhacker can't do it despite being able to fuse Daze and Burst arts because they hit in the wrong order (Master Arts hit after the base art when using Fusion Arts). Not anywhere near as useful as combining Launch and Smash, but still handy for chain attacks while you are doing burst-based item farming. Swordmaster, on the other hand, is useful early but becomes basically useless by about Chapter 4. It offers decent damage, low aggro and Break... but Yumsmith and its Master Art mean EVERY Agnian class is better at that (parricularly Ogre), and not only does its own Master Art (Shadow Eye) allow those same classes to safely outcompete on damage without suffering aggro issues, Full Metal Jaguar offers more damage with better aggro mitigation (you can't beat a minus 100% aggro art, and it also has Quickdraw and its Talent Art to just auto-evade attacks while aggroed if nessesary).
