im pretty new to this. if the bracket is going on top of other PLA would I need to model out threads or can I just drill into solid PLA without it?

Really depends on the scale of the project, small 3D printed threads don't work so well, but larger threads can, for a small project. I would probably make the whole smaller than what is needed and then drill and tap threads in or use through bolts and a captive nut system

For PLA it would cost almost nothing, depends on size If you're getting it printed with a service in metal or ABS then it will cost more and also will be based on size You can see the volume in the properties infusion 360. Just right click on the model in the browser and go to properties and then you can calculate the cost of the 3d print
