The officer is not responding! In East Asian countries and regions, such as China, Japan South Korea, Taiwan, and sometimes Hong Kong, police officers patrol with emergency lights on.

In Latin America also. They turn on the lights just for patrolling.

Not always it seems. Although I don't know what do you mean by patrol. I mean, in some smaller places in China, I actually see police cars driving without lights. Of course in large cities and tourist spots, their lights are 99.9% on.

@@chriss7196 Better to be safe than sorry...anyways I just saw a news article saying they just legalised citizens filming the police in China for transparency reasons... Also emergency filming is prohibited in a few places. In France, according to the Australian Government's travel advice website, filming security services is prohibited. I remember when I was in Italy, someone tried to take a picture of the soldiers guarding the Leaning Tower of Pisa, but the soldiers waved him away because they didn't want their picture taken...
